I don't see how that can be right. I work on electronics all day long so I know the basic electircal theory and that wire i'm sure is not bare, it must have some sort of nonconductive material around it ie. teflon or rubber. If it was bare then when it rained it woould spark all over the place!

Almost looks like a suicide. He was grounded through the train and soon as he came close to those wires he completed a circuit and the electricity arc'd through him and 25,000 volts will make your body burn.
